Student Check-in/Drop-off/Clean out Procedures

Beginning Monday May 4 students who have completed their 4th quarter work can make arrangements to check in books and school materials and pick up their school locker/locker room items.

Student Devices (Ipads/laptops) will not be returned at this time- that will happen later in the summer once we know about summer school and Fall start date.

Book return and pick up school locker items

1. Call and make an appointment with the office.
2. Student will be met at the door and will not enter the building.
3. Have the items you are checking in enclosed in a plastic bag with your name on the outside.
4. You will be handed the plastic bag with your school locker items.


Locker room locker procedures:

1. Students will be allowed to enter the building one at a time to clean out their locker room lockers.
2. A Supervisor will need to screen the students when entering the building
            Screening questions include:
                        Do you have a fever or respiratory illness symptoms of COVID-19?
                        Have you traveled to areas affected by the COVID-19 virus within the last 14 days?
                        Have you been in close contact with a person who has been laboratory confirmed
                                     positive with COVID-19?
            Students will be allowed to enter the building if all screening questions are answered with “no.” Students will need to have temperature taken before entering the building and record their
                                           name on school entry check-in form.
3. Keep 6 ft. apart when possible.
4.   All students and faculty will wear masks when they need to be closer than 6 ft.  
5.   Everyone will wash hands each time they enter and leave a classroom or locker room and use hand
                 sanitizer as needed.
6.  All equipment will be wiped down with disinfectant wipes between use.  As much as possible, lab
                equipment will be contained in each group and not passed among groups.

21st Century Program C-Director

21st Century Learning Center Co-Director
Bancroft-Rosalie School is seeking applications for a Co-Director of the 21st Century Learner Center Program.

Qualifications -Bachelor’s or Associate’s Degree with experience relevant to working with children
Job Goal: The Director is directly responsible of the oversight of programs and operations for the 21st Century Community Learning Center Grant. The primary focus will be the coordination of programs development and implementation; staff development, and budget management for the after-school grant.
Performance Responsibilities:
1. Plan, develop, implement, and evaluate overall programs, services and activities to ensure they meet state objectives and the needs and interests of students.
2. Ensure the reporting of student data and information to meet grant reporting requirements to ensure that timelines will be met.
3. Require, manage and provide staff development opportunities for staff and volunteers
4. Conduct regular staff meetings
5. Develop partnerships with parents, community leaders and organizations
6. Develop and maintain public relations to increase the visibility of the after-school programs, services, and activities within the community
7. Supervise and coordinate all staff and volunteers at special events
8. Create a club environment that  
9. Understand your responsibility as a role model for youth
10. Provide accurate financial documentation and management for the site
11. Recruit volunteer staff
12. Actively recruit students to the program.
13. Demonstrate flexibility and ability to manage situations of ambiguity, including helping monitor and supervise students during the after-school hour program
14. Update and maintain skills in use of current technology and information management systems
15. Maintain daily contact with administrators, teachers, after-school staff and volunteers to discuss issues, challenges and opportunities
16. Provide guidance and discipline to students that supports and reinforces the school PBIS program.
17. Arrange transportation for the program participants.
18. Perform all other duties as assigned

Terms of Employment: Twelve months a year. Salary and work year to be established by the Board. Work schedule to be established by the Elementary Principal.

Evaluation:    Performance of this job will be evaluated in accordance with provisions of the Board’s policy of Evaluation of Classified Personnel.

Elkhorn-Logan Valley Health Department guidance on graduations

School Administrators,

I hope this email finds you well and I wanted to start off by thanking you for all the efforts that your school has participated in with encouraging students and families to stay safe and healthy during this uncertain time. A topic that has been on many of your minds is graduation and how to proceed with that in order to safely recognize that important milestone for your senior students. 
Yesterday afternoon a document was released by the Nebraska Department of Education which provides guidance for graduation (the graduation guidance was developed with the input of Health Directors from across the State). Below are a few elaborations on the guidance:

1.       The Statewide Directed Health Measures stipulate that school extracurricular activities are to cease through 5.31.20. This includes graduation ceremonies. Therefore, no in-person or hybrid in-person graduation components should occur through that date. This includes the bringing together of any small groups and "drive-in/drive-by” approaches. The unintended consequences of these hybrid-type approaches can lead to the mingling of people, as it is human nature to do so even with the best laid plans.

2.       In person, traditional graduation ceremonies have been recommended to be delayed until the end of July or the beginning of August, as per statements made by the Governor, Commissioner on Education, and health officials. 

3.       Virtual ceremonies (pre-recorded speeches, photos and other elements that celebrate the student's achievements) is the only recommended platform at this time in the interim (i.e. for those schools who wish to recognize graduation earlier than the late July/August timeframe). Several schools are pursuing this approach so their student's achievements can be recognized without having to wait given the uncertainty of the situation and no guarantees with regard to timeline extensions. Any element of virtual graduation that involves the in-person delivery of diplomas or photographs (either at student homes or at school) that involves school representatives, outside representatives, students, and/or families from different households to be in the same place at the same time are highly discouraged.

I hope this helps as you think through the options. On a personal note, I want to express that we truly feel for these senior students and their families for all that they have endured with the many changes that did not seem possible just a short time ago. Thank you again for all you do.

Graduation Guidance from Department of Education

The following guidance for schools on graduation ceremonies was jus received.

I believe Bancroft-Rosalie is on the right track by holding a virtual ceremony on May 15 and scheduling a Traditional Ceremony later in the summer.

The guidance says schools are not to organize any gatherings of more than 10 people.

RE: Commissioner’s Message Regarding Graduation Ceremony Guidance and Interpretation

There have been numerous requests to address and provide guidance on local graduation ceremonies and celebrations for the high school Class of 2020. Although both the Governor and I have spoken to this topic, and reiterated in the Governor’s press conference today, there are many attempts to appropriately recognize graduating seniors. The Governor and I have advised that any in-person graduation ceremony or recognition be scheduled in late summer (July or August) and only with the approval of local health officials. Some schools with less than ten seniors have found ways to host ceremonies and comply with social distancing guidelines and the Directed Health Measures. Those scenarios will be impossible for the majority of schools. However, several school districts have sought to create a virtual graduation or recognition that is permissible IF it does not violate the requirements set forth in the Directed Health Measure Order 2020-010.  
The current and statewide Directed Health Measure (DHM) Order 2020-010 addresses both “gatherings” and “school activities” and the following are excerpts from that DHM Order.

Gatherings
1.      Gatherings are hereby prohibited;
A gathering is defined as any event or convening that brings together more than ten (10) patrons, customers or other invitees, excluding staff, in a single room or single space at the same time, including but not limited to, pre-schools, daycare facility (including in-home facilities), gymnasium, fitness center, auditorium, stadium, arena, large event conference room, meeting hall, library, or any other confined indoor or outdoor space. This also includes weddings and funerals, as well as parades, fairs, festivals, concerts, auto racing and other indoor and outdoor events.

Related to Schools:
1.      All schools; public, private and parochial: are hereby ordered to cease all in person instruction, and all extra-curricular activities except for: remote learning, child care services, meal distribution, distribution of educational materials and supplies, general building or physical plant operations and maintenance, and residential services may be continued as needed or necessary
2.      Schools are defined as public, private, and parochial elementary and secondary schools
Six Rules:
The Governor has also emphasized six rules to keep Nebraska healthy:
1.         Stay home.  No non-essential errands and no social gatherings.  Respect the ten-person limit.
2.         Socially distance your work.  Work from home or use the six-foot rule as much as possible in the workplace.
3.         Shop alone and only shop once a week.  Do not take family with you.
4.         Help kids follow social distancing.  Play at home.  No group sports.  And no playgrounds.
5.         Help [senior citizens] stay at home by shopping for them.  Do not visit long-term care facilities.
6.         Exercise daily at home or with an appropriately socially-distanced activity.
Local Public Health Officials Consensus View:
Yesterday, I met with local public health officials from across the state to discuss the issue in some depth. Although I have recommended that school officials work with local public health officials, it has become clear that our officials are far too busy to address each and every creative idea presented. In turn, I asked that public health officials present a consensus view so I could better advise and guide school and community leaders. There were several concerns discussed that included breaking the spirit of the DHM by creating quasi-public events that may provide a false sense of security about public health and undermine the spirit of the Directed Health Measures and the Six Rules to Keep Nebraska Healthy in this moment.

Commissioner’s Interpretation and Guidance for Graduation for the Class of 2020:
As such I make the following recommendation to school officials that is supported by Nebraska’s public health officials:
            The limits on gatherings apply to all types of graduation ceremonies.
            Graduation ceremonies are interpreted to be “extra-curricular activities” per the DHM and are ordered to cease.
            Graduation recognitions are recommended to be done remotely by virtual means and avoid convening small groups or other efforts that attempt to undermine the intent of the order.
            All in person graduation ceremonies and celebrations must meet the statewide Directed Health Measure Order 2020-010 or should be postponed until such a time that the statewide order is lifted and that subsequent orders would clearly permit such gatherings.
            Efforts to dismiss or subvert the Directed Health Measure may be considered a violation of school accreditation or approval rules related to health and safety and may be considered a violation of the ethical standards for certificated school officials.
Although I join you in the critical need to recognize students and families who have much to celebrate, I also ask you to join me in celebrating in fashions and in times that better allow Nebraskans to Stay Home and Keep Healthy.

School Board Meeting News

The Bancroft-Rosalie Board of Education met Monday, April 14, 2020 at
7:30 pm by videoconference.

Superintendent Cerny reported on transportation, Bancroft-Rosalie Coaching assignments for 20-21, and Federal CARES money to the schools.

Principal Sjuts reported on Honor Roll, State Basketball sportsmanship, and e-learning for grades 7-12.

Board action:
- Approved posting the May Board meeting in three public places with notice that the meeting will be held by videoconference.
- Approved a Resolution on Graduation and Grade Advancement.
- Approved the Continuity of Learning Plan.
- Set the Seniors last day as May 7, and the last student day as May 15.
- Approved up to $500 for staff recognition awards.
- Approved the purchase of two used ride-on scrubbers for $4500.
- Approved the device replacement plan for 2020-21;
- Approved the contract for Kyle Elsasser.
- Accepted the resignation of Shelby Ostrand effective May 22 with regrets.

Board discussion:
- Reviewed the Buildings and Grounds Plan for summer 2020.
- Discussed the purchase of lots #11-12 next to the school from Galen Petersen.

Dr. Cerny’s statement on Graduation
A virtual ceremony will be held May 15 at 6:30 pm.
A traditional ceremony will be scheduled in July, date to be decided in consultation with Senior parents.

Dr. Cerny’s statement on second semester grades
The goal is that E-learning moves instruction forward in grades 7-12 and covers essential state standards in grades K-6.
Secondary students- Grades for 3rd quarter and 4th quarter will be calculated separately, and each quarter will be worth 2.5 credits. No semester grades for second semester. Students not meeting course requirements at the end of the school year will be given an incomplete for the course and given until August 17 to complete the work and receive credit for the class.
Elementary students- Instructional groups will start in the Fall where they left off in March.

Bancroft-Rosalie Food Service Staff providing meals for our kids

Bancroft-Rosalie  served 1,670 Lunch and 1,670 Breakfast meals to Students, for a total of 3,340 for the date range of 03/16/2020 through 03/31/2020.

Thanks to Food Service Director Shauna Bassett, and her staff- Marsha Bonneau, Marchele Polenske, and Shannon Johnston- for preparing the meals.

And also to our meal coordinator Sonja Suhr and delivery staff- Heidi Hilsinger, Shelby Ostrand, Tim Browning, Jessica Johnston, Tori Wagner, Kim Hayes and Jacob Cole for everything you do to support our students and families.

Cuming County Resident Survey Press Release

The Cuming County Supervisors have decided to continue the updating process to the planning and zoning documents of Cuming County.

The Supervisors have contracted with Keith Marvin AICP of Marvin Planning Consultants to complete an update to the County’s Comprehensive Plan.

As part of the process, MPC and the County are looking for the input from ALL residents of Cuming County; this includes not just those in the rural areas but those living within any of the communities of Cuming County.

It is important for residents to take the time to fill out the survey. During this time, with the COVID-19 restrictions, it may be difficult to pick up a hard copy of the survey. If you contact Becky at the Zoning Office in the courthouse, 402-372-6008,  an attempt to get you a hardcopy will be made.

This process will be going on during 2020 and will be wrapping up towards the end of the year.
