Cuming County now under Directed Health Measure

Governor Pete Rickets signed a Directed Health Measures Order this morning for Cuming County.

"The measure imposes an enforceable limit on public gatherings. It requires restaurants and bars in these areas to close dining areas immediately and move to takeout service, delivery, and/or curbside service only until further notice.
Schools in these areas are directed to close their doors, keeping students out of their buildings. The restriction does not apply to school staff working in school buildings. It also does not apply to day-cares that may be operated at a school per the Governor’s executive order regarding childcare."

Bancroft-Rosalie School will only allow essential personnel into the school building. Essential personnel include custodial, office, food service preparation and delivery, and designated home-school liaisons.

Food delivery will be every other day this week- Monday, Wednesday, Friday.

Bancroft-Rosalie students competed in the state HOSA contest earlier this month. This year the competition was online. Nationals are in Houston the last week in June.

Two Days of food delivered- Day One

After a hectic morning, the food service delivery completed meal drops to 262 students today. Each student received two lunches (1 hot) and two breakfasts to eat on Thursday and Friday.

The plan is to continue delivering 2 days worth of food at a time next week.

Parents do not need to call in every day. Once you are on the delivery list, you will receive the numbers of meals you ordered unless you remove a student(s) from the list.

Action taken
1. Approved the Emergency Declaration Resolution regarding Covid-19 Global Pandemic and Epidemic Sickness. This allows the School District to apply to FEMA for disaster relief funding.

2. Accepted the recommendations of the Elkhorn-Logan Valley Health Department and the Nebraska Commissioner of Education that Bancroft-Rosalie Community School not reconvene for the 2019-20 school year and that instruction continue with distance learning.
The school will not have prom or Senior Sneak Trip. A Graduation will take place on the currently scheduled date. The ceremony will conform to the rules for large public gatherings in effect on that date.

3. Approved the resolution generally authorizing superintendent action in light of school closure (or possible school closure). Grants Dr. Cerny the authority to make emergency decisions regarding the School District.

4. Authorized the superintendent to offer return to work agreements with classified staff. The agreement states that classified staff will be paid for all their hours based on their typical daily schedule (no overtime), that they agree to be on call to come in to work, and that they will agree to return to work for up to six months after the agreement is signed.  

5. Authorized the superintendent and/or Board President to offer return to work agreements with certificated non-teaching staff. Same agreement for anyone that has a teaching certificate, but does not have teaching duties.

6. Offered the 7-12 Principal to Kyle Elsasser.

Nebraska Commissioner of Education comments on recommendation

"I recommend that schools SHOULD NOT return to normal operations this school year.  I do not make this recommendation lightly and I make it as a “recommendation” only because I cannot “require” it.  The power to mandate closure rests with the Governor and Health officials.  I met with all of the Nebraska’s Local Public Health officials on Saturday and have been in multiple meetings with the Governor and state health officials.   You should note, health officials and the Governor are supportive of this recommendation. This is a unique moment in time and I understand if you have doubts about the severity of this crisis.  HOWEVER, I do not have any doubt as I have been witness to the information and discussions that make me certain about the public health risk to all of Nebraska and the nation.  You have witnessed the unprecedented response across the country in two weeks’ time, you can see the crisis response continues to escalate.  As Chancellor Gold at UNMC has mentioned to me and publicly stated, it would be best to be 5 minutes early than 5 minutes late. I hope we are in the 5 mins early phase in Nebraska.  

There has been much in the news about the spread and detection of this virus and unfortunately the public trust in national media and government has erroded. Nebraska is among the few states that have taken earlier measures to prevent the rapid spread of the COVID-19 virus due to thoughtful leadership at all levels in Nebraska.  Key to that strategy is the suspension of large public gatherings (State Basketball, school events, and schools themselves).  There is far more to accomplish in this societal response effort but school closure is among the recommended strategies to address this public health concern. Closing schools by itself is not enough.  Communities, families, businesses, churches, and hospital, nursing homes and even individual behaviors have to change to slow the spread of the virus.  The rapid growth can and likely will overwhelm our public health and health care providers and facilities.  If and likely, when that happens, we’ll see more extreme measures as are being seen in other states."

Food Deliveries

Today we had 145 meals ordered and delivered 96 outside of Bancroft.
To help speed up deliveries and provide minimum contact we are asking families to place coolers outside the front door. Then the delivery route staff can place the meals in the cooler and don't have to wait for someone to answer the door or enter any homes.

E-Sports Team now forming

Who says we can't have sports during a school shutdown.

Students in grades 6-11 that would like to participate on a school ESports Team contact Zachary Bridges at zbridges@esu2.org.

The team will be starting with the game "League of Legends".  The school is registered with the Nebraska ESports program and would like to start competing next year.

Recommendation from Elkhorn-Logan Valley Public Health Department

Dear School Administrators in Burt and Cuming Counties in ESU #2:

In light of the expanding COVID-19 pandemic, and the recommendations released on March 15th, 2020 by the U.S. Centers for Disease Control and Prevention (CDC) regarding the limitation of gatherings and groups, it is my recommendation that public and parochial schools in the ELVPHD health district begin a two week recess—starting Monday, March 16th or Tuesday, March 17th (as you are able to transition to through your closure protocols).

This initial recommendation is for a two-week period of time, with classes tentatively resuming on Monday, March 30th or Tuesday, March 31st (dependent upon your closure date). The incubation period for COVID-19 is two to fourteen days. For this reason, a minimum of two weeks closed would be necessary to disrupt the incubation and shedding cycle. However, schools should be prepared for a possible extension of this adjournment for a longer period of time if circumstances should warrant.

Finally, of utmost importance, we ask for your assistance in supporting and encouraging strict social distancing during this time of closure. This would include encouraging students to stay home, and limit time with people from outside of their household. Keeping interactions to a bare minimum will help in disrupting the exposure period and periods of contagiousness. Thank you for your cooperation and support in proactively assisting us in keeping our students, staff, families and communities safe.

NSAA decision on Spring Sports

Effective Monday, March 16 all NSAA activity practices are suspended until Monday, March 30 and all NSAA activity competitions are suspended until Thursday, April 2.  These suspensions may be extended should the conditions warrant.

Member schools and student-participants are expected to adhere to the NSAA Constitution & Bylaws and activity manuals during this time.

As more information becomes available, official updates will be posted on the NSAA website and the NSAA social media platforms.

Office Hours
The school office will remain open 8:00 am- 4:00 pm Monday-Friday.

Student Learning
All K-12 students will have E-Days. Preschool will receive packets of activities.

Teachers in grades 7-12 will communicate directly with students regarding daily/weekly coursework.
Pre-6 teachers will communicate with parents regarding daily activities assigned.
We are still making decisions on delivery of special education services.
No travel to P2T in West Point for BR students.

Food Service
The school has applied for approval to provide pre-12 students a free breakfast and lunch each day. The menu will be announced and families are asked to contact the school each morning by 9:00 am to order a meal. Bancroft residents can pick up the meals between 11:00 am- Noon and families living outside of Bancroft can have meals delivered between 11:00- Noon each day. 

State Testing
Bancroft-Rosalie is suspending all state testing for three weeks.

Internet Access
Parents need to let the school know if you do not have reliable internet access from home. We can arrange times for students to have a room in the school building during the day to complete assignments. All rooms will be thoroughly cleaned before and after they are used.

School Activities Cancelled or Postponed:
District and state speech, State FBLA, State FFA, State SkillsUSA, State HOSA, all sporting events through March 27.

If Prom is held as scheduled on April 4, there will be no outside dates allowed. This would change if Prom is postponed to later in the year.

Nebraska School Superintendents and public health officials held a videoconference with Governor Ricketts and Commissioner of Education Dr. Blomstedt.
Here is some information that was provided:
- The University of Nebraska Medical Center is the World Leader in Infectious Disease Control and is advising the Governor.
- 1% of population infected could result in the state closing all schools.
- If the decision is made to close all schools in Nebraska it may be for 6-8 weeks, evaluating every two weeks
- One community spread case will shut down an ESU area.
- UNMC and Nebraska Health Department can each test 100 people per day
- Schools and communities need to employ strategies to delay the spread across the community.
- protect the high risk groups- those with higher age, suppressed immune systems, diabetes, cardiovascular disease, and respiratory illness.
- Schools should not worry about state testing requirements or hours of instruction.

ESU 2 Superintendents held a videoconference to discuss the information provided from the state and share plans for addressing school closures.

Bancroft-Rosalie staff and school board members held a videoconference to discuss plans for a school closure. During the meeting it was determined that the school employs several people who are in a high-risk group (diabetics or compromised immune systems) or live in a household with someone in a high-risk group. We made it a top priority to protect our school employees and their families.

9:00 pm
Three Rivers Public Health Department recommended closing all schools in the ESU#2 area.
Bancroft-Rosalie School accepted the recommendation of the Health Department.

Bancroft-Rosalie School closed for two weeks

Bancroft-Rosalie Community School will be closed for the next two weeks based on a recommendation from the Three Rivers Public Health Department for all schools in ESU 2. List information came to me at 9:00 pm tonight.

All students have their devices at home and will be doing E Day assignments.

In the next twelve hours we will be doing a survey of families to determine
1. what your childcare plan is during these days
2. will you be requesting meals for your children (the school will provide lunch and breakfast)
3. do you need assistance obtaining reliable internet service.

Thank you for your patience as we waited for more information. I had a phone conversation with Gina Uhing from Elkhorn-Logan Valley Health Department and Dr. Bryan Buss, Epidemiologist with the State of Nebraska at 5:30 pm on March 13. Both confirmed that those present at the Girls State Basketball Tournament game from the communities of Bancroft-Rosalie and Lyons-Decatur have zero percent exposure to Covid 19.
Following the recommendation from our Health Department, it has been decided to resume regular classes on Monday. It is still important to remain cautious and follow the recommended safety precautions provided by the Health Department and other state agencies. The custodians have done an excellent job preparing the school for students to return.
Just like in any other situation it is a parent’s decision if you choose to keep your student at home. Please notify the school if your student will not be in attendance
This emergency situation is ever-changing, so continue to watch for updated information.

Crofton Public Schools will resume regular classes on Tuesday March 17. The school closure and home quarantine measures for youth and staff of Hartington Cedar Catholic, Hartington-Newcastle and Wynot schools continue to be in effect until further notice. These decisions are based on identified risk factors which are different for each specific community.

“Knox County Update” Public Service Announcement
The North Central District Health Department (NCDHD) has received further information on COVID-19 testing conducted on Knox county residents. The following is a Knox county case count update:
• Total number of Knox county residents tested for COVID-19: 6
• Total number of presumptive positive COVID-19 cases: 1
• Total number of cases undergoing further testing at the Nebraska Public
Health Lab: 0
• Total number of cases that tested negative: 5
The presumptive positive case remains hospitalized at the University of Nebraska Medical Center’s (UNMC) Biocontainment Unit. This individual’s first lab specimen was collected at Avera Sacred Heart in Yankton, SD. The individual remains presumptive positive.
NCDHD has taken appropriate actions in Knox county to slow the spread of COVID-19. Anyone who has been identified to have close contact with the presumptive positive case during the onset of their symptoms has been notified and needs to remain in quarantine through the end of day on March 19th. NCDHD continues to follow plans to respond to COVID-19. If there are positive lab results in NCDHD’s nine counties, NCDHD will continue to initiate public health controls to stop the spread of disease.

Letter from Elkhorn-Logan Valley Health Department regarding student testing for Covid 19

We are fielding a lot of calls at our health department regarding COVID-19 testing and the process for awaiting test results with regard to students or staff who are members of your school system. Therefore, following are our current recommendations (as of 3/12/20) for that:

1.       If a student or staff member is being tested for COVID-19: the student/staff member (only the person being tested) is to stay home to await test results. Depending upon the particular lab that is utilized by their health provider, those tests will take approximately 2-5 days to come back with a result. Thus, that student or staff member being tested is to stay home (self-quarantine) until results are known. In terms of cleaning of the classroom in this instance – it is always good to give those surfaces a good cleaning/disinfecting, but no special measures for cleaning (beyond normal/customary disinfecting) are required.

2.       For household family members/persons of someone being tested for COVID-19: it is not our recommendation that those people be excluded from school or work (this is assuming that those household family members are NOT ill themselves– sick people should not be going to school or work anyway). At this time, it is not our recommendation that family members or children/students which reside in the same household of someone being tested be excluded. Your school may have a stricter policy on how you are dealing with these household individuals; however, we wanted to provide you ELVPHD’s office guidance on that. I do want to state that there are always exceptions to the rule or extenuating circumstances. If there was a particularly HIGH RISK individual situation that we believe would warrant household members staying home during a pending test situation, we will work through those individually; however, these extenuating scenarios have been very rare.

As this situation evolves, we are now starting to see (just in the past day or two) where some clinics are beginning to process COVID-19 labs through commercial laboratories (this means the clinic specimens are being sent to a lab other than the Nebraska Public Health Lab). With this process, the order for testing is not something that we (Elkhorn Logan Valley Public Health Department) will know on the front end because we are not affiliated with the commercial labs. In this case, we are informed of the pending test at the discretion of the medical provider ordering the test being sent to commercial lab. Unfortunately, we have no control over whether we are notified or not.

I wanted to explain this process directly to you as we have gotten calls from some schools stating that “x” person reported to them that they were staying home (from work/school) because there is a pending COVID-19 test for them (which is what the person should be doing). In some instances, this notification to us from the school is the first time that we are apprised of a particular test due to the abovementioned ability for commercial labs to process tests outside of the Nebraska Public Health Lab. We do appreciate this communication, as it helps us to keep an eye on pending tests in our health district. Please continue to reach out to us as you have questions/concerns, and we will address those questions back as quickly as we can.

In closing…please keep in mind that there will be MANY, MANY more negative tests than positive. The symptoms of COVID-19 resemble many other common illnesses. As we begin to see more accelerated testing throughout the country (and in our own area), please continue to exercise prudent judgement and patience as we work through this process together.  I will keep you informed as guidance updates are made.

Update on BRLD exposure

March 5, 2020
At 6:45 pm this evening a conference call was held to discuss the situation regarding the BRLD basketball participation in the State Boys Basketball Tournament.
Included in the call were Jon Cerny- BR Superintendent, Mike Sjuts-BR Principal, Matt Kai- BR Athletic Director, Stan Hendricks- Doniphan-Trumbull Superintendent, Dr. Matt Donohue and Dr. Bryan Buss-Epidemiologists with the Nebraska Department of Health and Human Services, and Gina Uhing- Elkhorn Logan Valley Health Department.

Background
There was a presumptive positive test at the South Dakota lab for a young man that attended Hartington CC. On March 5, the young man attended two state Girls Basketball Tournament games. Preliminary information was hearsay. That information suggested a connection between the young man ad BRLD students. It was recommended that BR and LD suspend classes until there was more information.

Agencies involved in the investigation of this young man’s situation:
State Department of Health
Northeast District Health Department
Elkhorn-Logan Valley Health Department
Central District Health Department
Lincoln-Lancaster Health Department
The investigation included interviews of people who were around this young man all morning. Family members were with the young man throughout the day and had 100% visibility of him at all games. He was not socially active at the games because he was not feeling well. Exposures that made this young man ill did not happen at the girls State Basketball Tournament.
This is an inexact science but we are acting on the data that we have.  

Conclusions
1. There is nothing to suggest that BRLD has a direct link to the young man with a presumptive positive test.

2. There is no reason to exclude the BRLD Boys basketball team from the State Basketball Tournament if all other teams are allowed to play.

3. There is no greater risk from the BRLD players than from anyone else on the court.

The conclusions were approved by the Chief Medical Officer of the Division of Public Health. Doniphan-Trumbull accepted the results of the investigation.

Recommendations-
1. Promote handwashing regularly and good hand hygiene

2. Have an ordered flow when entering and leaving the gymnasiums and limited co-mingling.

3. Any player from any team who is ill should not be participating and should stay home.

NSAA Announces State Boys Basketball Championship Plans

Lincoln, NE – March 11, 2020 – Based on the recommendations made by the Mayor’s Office of the City of Lincoln, Lincoln-Lancaster County Health Department and the Nebraska Department of Education, the 2020 NSAA Boys State Basketball Championships will proceed as scheduled, but fan attendance will be limited.  The tournament venues and game times remain the same.

Attendance will be limited to the varsity players, coaches, team support personnel (athletic trainers and student managers) and school administrators of the qualifying schools and their immediate families.  Immediate family includes parents, stepparents, guardians, siblings, other members living in the athlete’s household, and grandparents.  School administrators will be required to provide a list of those persons meeting the qualifications for entry.  School administrators will be at the entrance of each venue to identify and grant entry to those persons on the list.  Those entering the venue will be required to purchase a ticket or may use previously purchased tickets or passes.  Pre-purchased online tickets will not be honored.

We regret that non-varsity boys’ basketball participants, cheerleaders, dance teams, school mascots and pep bands may not attend the games.  In addition, the US Bank Believers and Achievers award and NSAA Distinguished Service Awards will not be presented at this event but will be rescheduled.

Anyone not on the approved list who previously purchased a ticket will not be allowed entry.  Passes will not be honored including NCA Gold Card, NSAA Courtesy Passes and Lifetime passes.  This measure is to protect the health and safety of the student athletes, their families and the public at large.  

Members of the media with NSAA issued credentials will be allowed entry at all venues.  The NSAA is working with local media outlets to video stream and/or televise the games.  More information will be posted on the NSAA website as it becomes available.

This is an unprecedented event, the NSAA Board of Directors and staff understand the hardship this has created for our membership.  But we felt that our student-athletes should have the opportunity to compete while also complying with the recommendations of our local health and government officials.  We look forward to providing the best possible experience for our member schools, student-athletes and their families.

Information on Coronavirus exposure at State Girls Basketball Tournament

Dr. Cerny received a call this morning from the Elkhorn-Logan Valley Health Department informing him that Bancroft-Rosalie Community School was named in a press release today regarding a presumptive positive test for Coronavirus at the March 5 Girls Basketball State Tournament Game with Crofton.

"It has been determined that exposures may have occurred in the general Crofton fan section."

The Health Department has informed me that no quarantine is needed just because we were in the same arena.

At this time, there have been no changes to the Boys State Basketball Tournament.

As a precaution, if you are ill stay home. Follow the guidelines for proper hand-washing and other personal hygiene.

Information on coronavirus

To date, the district is unaware of any native cases of COVID-19 being reported in our state. Pep Rally at B-R for Girls Basketball Team today at 3:20 in the gym

Bancroft-Rosalie will hold a pep rally for the Girls Basketball team today at 3:20 in the Bancroft-Rosalie gym. Lyons-Decatur will hold a pep rally tomorrow morning when the girls leave for Lincoln.

BRLD Boys Qualify for State Basketball Tournament

BRLD defeated Twin River in the District Final and punched their ticket to Lincoln. BRLD will be the #2 seed in the tournament and will play the 7:00 pm game. The opponent will depend on the outcome of tonights game between Yutan and Shelby-Rising City. If Yutan wins BRLD will play Doniphan-Trumbull. If Shelby-Rising City wins BRLD will play Palmyra.

Girls State Tournament Bracket

BRLD will play Crofton in the 7:00 pm game at Lincoln North Star. There will be a 2:00 pm dismissal.

Wolverine Radio

Wolverine Radio will be broadcasting all BRLD District Final and State Tournament games (except Championship- NET has the rights to that). We appreciate the local businesses and alumni who have helped pay the $100 broadcast fee to stream the games Pictured- Jacob Cole, Cale Kai, and Ian Nottlemann. Hunter Carpenter is also part of the crew.
