Sunday, August 1 is the 45th annual Neihardt Day. The outdoor program begins at 1:30 p.m. and is focused on the short story, featuring both Neihardt’s work and those of Mark Twain, a contemporary of Neihardt. A Chautauqua style presentation of Twain, portrayed by Wally Seiler of Alliance, and a reading of Neihardt work by Walt Duda of Omaha, will be emceed by Ron Hull of NET.
Lunch and beverages are on sale from 12:00 – 1:30 p.m. The museum exhibits and gift shop are open from 9:00 – 5:00. The program, funded by the Neihardt Foundation, the Cuming County Visitor Bureau, and the Nebraska Humanities Council, is free and open to the public. Some bleacher seating; bring lawn chairs.

2010 Beer Fest Saturday
Just a reminder that the 2010 Bancroft Beer Fest is this Saturday night July 31 at the Country Pub in Bancroft. There will be a variety of beers to sample for the low price of $20 per person. Snacks will be provided. Several additional beer companies have provided sample for this year.

Summer School starts Monday
Reminder to parents that summer school starts tomorrow morning at 8:30 am.
Wind Turbine up at the Bancroft playground
The 60 foot wind turbine was installed on the Bancroft-Rosalie School playground on Friday. Joel Jacobs from the University of Nebraska Wind Application Center did most of the work setting up the turbine. Cuming County Power lifted the turbine into place. Steiny had the tower stored behind his shop and brought to the playground. Mr. Hoffman, Mr. Peters, Bruce and Preston helped slide the two tower pieces into place. Cary Renz brought 80 foot of wire to get the tower ready for wiring.
The turbine is not running yet. The wire still needs to be run to the school, which should be completed before school starts.
We also need to do some repair work on Myron Beineke's driveway. The truck and the loader tore up his grass a little bit and will need to be fixed as soon as it dries.

Beerfest and Neihardt Day press release
Help choose the best beer in Nebraska at the 2nd annual Neihardt Foundation Beer Festival, Saturday, July 31st from 6:30 to 9:00 p.m. at the Country Pub, 409 Main Street in Bancroft.
Participants can vote on the best Nebraska-brewed craft beer provided at the festival, as well as the best overall brew.
More than a dozen craft breweries and distributors will offer 20-plus styles of unique lagers and ales.
A local home brewer, the Rev. Philip Hale, will be on hand to explain the craft; delicious appetizers and an auction of beer-related items round out the activities.
Tickets are $20 per person. Advance tickets for $25 include a glass Neihardt mug. Tickets can be ordered by calling the Neihardt State Historic Site at 1-888-777-4667 or on-line at neihardt@gpcom.net or from any foundation board member and various businesses in Bancroft. Must be 21 to participate in the tastings; ID required.

Now is the time to buy or build a house in Bancroft
The U.S. Department of Agriculture Rural Development has announced a decrease in the home mortgage interest rate for its Section 502 Homeownership Direct Loan program.
Effective July 1, 2010, the interest rate was reduced to 4.625 percent. The rate decrease makes it a good time for eligible families to purchase a home through the USDA Rural Development direct loan program. Depending on household incomes, mortgage payments may be further subsidized to as low as one percent interest rate. The Section 502 direct loan program is available to households with incomes at 80 percent or less of the county median income, for the purchase of an existing home or for new construction in rural areas. “Rural” are those communities with a population of 20,000 or less, and the communities of Columbus and Norfolk. To view rural eligibility requirements and/or area income limits, visit http://eligibility.sc.egov.usda.gov.
Homeownership opportunities are available under this program with no down payment, and provide for long term, fixed interest rate financing. Applicants must have an acceptable credit history and repayment ability. Additional funding was made available for this program through the American Recovery and Reinvestment Act (ARRA), with record funding levels of more than $20 million in Nebraska during Fiscal Year 2010.

The rate decrease makes it a good time for eligible families to purchase a home through the USDA Rural Development direct loan program. Depending on household incomes, mortgage payments may be further subsidized to as low as one percent interest rate. The Section 502 direct loan program is available to households with incomes at 80 percent or less of the county median income, for the purchase of an existing home or for new construction in rural areas. “Rural” are those communities with a population of 20,000 or less, and the communities of Columbus and Norfolk. Homeownership opportunities are available under this program with no down payment, and provide for long term, fixed interest rate financing. Applicants must have an acceptable credit history and repayment ability. Additional funding was made available for this program through the American Recovery and Reinvestment Act (ARRA), with record funding levels of more than $20 million in Nebraska during Fiscal Year 2010.

Community theatre selects musical
The Bancroft Community Theater has selected the musical "Wash Your Troubles Away" for the October performance. The first practice will be tonight at 6:30 pm in the school.Marie Vogt will direct the play, Janet Smith is assisting, Judy Molvig will do the music, Amber Bridges is in charge of Make-up, and Barb Wegner is preparing the food for the Saturday dinner theater.
Actors and actresses include- Bethany Wegner, Cheryl Tietz, Kent Steinmeyer, Nicole Sachs, John Sedivy, Peggy Renz (believe it or not), Suzanne Ras, Brianna Wegner, Jerrica Tietz, Jennifer Carlson, and myself.
It should be a fun play to do. I already have the first song memorized, just a few lines to work on.

State Aid Part 2
State equalization aid is determined by taking Needs minus resources. Last week I discussed how the needs are determined. Here is how resoucres are determined.
Local Effort Rate- The amount that each district is expected to contribute from local property taxes. This is determined by taking District Valuation divided by 100 times the local effort rate of 1.00.
Bancroft-Rosalie valuation 173,569,096/ 100 x 1.000 = 1,735,690.96. This is the amount of local property taxes expected for general fund operations.
Net option fuding- based on the net number of students optioning into the district.
Bancroft-Rosalie net option funding 444,793.70. This amount is guaranteed regardless of equalization aid.
Allocated income tax funds. This is determined as a percentage of the state income taxes paid by district residents. That is why it is important to have the school district information correct on your state tax form.
Bancroft-Rosalie income tax funds- 10,185.48.
Other actual receipts. Accountable receipts from other sources.
Bancroft-Rosalie amount 317,052.91.
Retirement aid- Amount paid because of an increase in the cost of the teacher retirement program. Bancroft-Rosalie amount 13,474.32.

Equalization aid (1-2) 663,752.10

Each year the pravious years aid is recalculated after student membership for the year is reported. If school enrollment decreases during the year, some aid must be paid back. If it increases, schools will get the amount they deserve paid the next year.
Since our enrollemnt went down diuring 2009-10, the prior year correction is minus 15,656.08.
Total state aid for 2010-11 will be 1,116,549.52.
